The House Courts and Criminal Code Committee heard HB 1316 on law enforcement matters, authored by Rep. Price. The bill creates a $5 law enforcement body camera fee to be collected in any action involving the violation of an infraction or an ordinance, requires the clerk of a circuit court to distribute the law enforcement body camera fees to the county auditor or controller, requires the county auditor or controller to deposit money generated by the law enforcement body camera fee into a law enforcement body camera fund in certain instances, and creates a law enforcement body camera fund. The bill also creates a $3 law enforcement training fund fee, requires that the attempted manufacture of methamphetamine in the statutory definition of “methamphetamine abuse”, and provides that damaging property during the dealing or manufacture, or the attempted dealing or manufacture of cocaine, a narcotic drug or structure attached to a dwelling during the dealing or manufacture of the attempted dealing or manufacture ; of cocaine, a narcotic drug, or methamphetamine is a Level 4 felony in certain instances.
The bill was amended to require law enforcement agencies to report fires related to methamphetamine abuse to the Indiana Criminal Justice Institute. The bill passed as amended, 9-0.
