The House Road and Transportation Committee heard HB 1130 concerning ignition interlock devices authored by Rep. Wesco. Rep Wesco explained that this bill requires the Indiana Criminal Justice Institute (ICJI) to adopt rules concerning certification, inspection, and installation of ignition interlock devices. The bill also requires the ICJI, the Bureau of Motor Vehicles, and the State Department of Toxicology to enter into a memorandum of understanding regarding ignition interlock devices. An amendment was introduced to eliminate the Department of Toxicology from the MOU requirement and reduce several categories ICJI was required to adopt rules concerning the interlock devices. The amendment was adopted by consent. A representative from ICJI, Mothers Against Drunk Driving, and the Coalition of Interlock Manufacturers testified supporting the bill. A representative from the Indiana Prosecuting Attorney’s Council testified neutral to the bill. The amended bill passed 11-0.
