The Senate Judiciary Committee reheard HB 1019 on law enforcement recordings sponsored by Sen. Bray and Sen. Crider. The bill restricts public access to law enforcement recordings made by body cameras or cameras attached to the vehicle or transportation of a law enforcement officer under IC 5-14-3. The Committee previously considered an amendment from Sen. Steele and heard extensive testimony on this subject. Sen. Bray offered an amendment addressing a number of concerns, including that a law enforcement agency shall show why a video should not be released (previously the requestor had to establish why the video should be released), and includes victims in the definition of “requestor” as an individual authorized to view a video recording. The Committee adopted the amendment by consent.
Testimony was taken in support of the amended billed by media representatives and the Indiana Trial Lawyers Association. The amended bill passed 7-1.
