The House Public Health Committee heard SB 161 sponsored by Rep. Frizzell on methamphetamine matters. The bill requires courts to report drug related felonies to the State Police Department for transmission to the National Precursor Log Exchange (NPLEx) and is substantially the same as HB 1157 already approve by this Committee. NPLEx will generate stop sale alerts to prevent individuals with drug related felonies from purchasing ephedrine or pseudoephedrine. The bill also provides that the definition of a drug related felony includes possession of a precursor (possession of ephedrine or pseudoephedrine without a prescription) by methamphetamine offender.
An amendment was adopted to shift the establishment and administration of drug related felony conviction information to the Division of State Court Administration to avoid a fiscal impact. The amended bill passed 8-2.
