Substance abuse pilot program

The Senate Appropriations Committee heard Sen. Merritt’s SB 510 on a substance abuse pilot program. The bill provides that the Board of County Commissioners of Allen County may enter into an agreement with an entity to administer a substance abuse pilot program and must inform the budget agency of the entity designated to administer the pilot program. It also specifies that the entity agreeing to administer the pilot program may not expend money appropriated from the state general fund unless the entity raises at least $1,500,000 before July 1, 2018.
The bill was amended to add the creation of the Indiana Commission to Combat Drug Abuse and that the commission may provide grants to the pilot program. The amended bill passed 11-0.
