The House Courts and Criminal Code Committee heard HB 1214 authored by Rep. Friend and Rep. Davisson on industrial hemp commodities and products. The amended bill defines “industrial hemp” to include the resins of the Cannabis sativa plant and “CBD oil” as a product that contains not more than 0.3% THC but at least 5% cannabidiol and no other controlled substances. The bill also legalizes CBD oil, repeals superseded provisions relating to cannabidiol registration, and establishes that there is sufficient probable cause to issue a warrant if a trained and certified narcotics detection canine lawfully indicates and detects industrial hemp or CBD oil.
Testimony was presented in support of the bill was presented by private citizens, the US Hemp Roundtable, the Indiana Academy of Family Physicians, Hoosiers Veterans for Medical Cannabis, Indiana Farmer’s Union, the Indiana Hemp Industries Association, the American Legislative Team, and the Military Veterans Coalition of Indiana. The amended bill passed 9-0.
