The House Public Policy Committee heard HB 1424 authored by Rep. Wesco on repealing requirements to carry a handgun without a permit. The original bill provided that a resident of Indiana who is not otherwise prohibited from carrying or possessing a handgun may carry a handgun without first obtaining or possessing a license to carry a handgun from the state. The author presented an amendment that stripped the original bill and instead increased the 4-year permit to a 5-year permit and removed the fee for a lifetime permit.
Indiana Sheriffs Association testified against removing the permit fee. Hoosiers Concerned about Gun Violence testified that the amendment improves the bill, but that the NICS change is concerning. Representatives from Indiana Association of Chiefs of Police, Fort Wayne Police Department, and National Rifle Association testified in favor of the amended bill. The amended bill passed 12-1.
