The Select Committee on Government Reduction heard HB 1004 authored by Rep. Siegrist on various state and local government matters. The bill provides that the journals, the enrolled acts, the session laws, and the Indiana Code may be distributed in paper or electronic format. It permits the electronic publication and circulation to circuit court clerks of the enrolled acts, and permits circuit court clerks to electronically acknowledge receipt of the enrolled acts directly to LSA. It allows a person to electronically file any document that is required to be filed as part of a lis pendens record. It also repeals a provision requiring a circuit court clerk to provide to a court the names of all attorneys having business in that court. It streamlines other procedures and processes concerning third class cities, contract awards, ordinances, and the 1925 Police Pension Fund. It affects the following state and local agencies: Clerk of the House of Representatives, Secretary of the Senate, Legislative Council, LSA, Fire and Building Safety Commission; Clerk of the circuit court, cities and towns, public works, and local officials.
Members of the committee offered minor amendments at the request of various entities, including the Building Trades Council and Parks & Recreation employees, and to refer the matter of legal notices to an interim study committee. The amended bill passed 9-0.
