The Public Policy Committee heard SB 119 sponsored by Rep. Lucas regarding prohibiting firearm transfers to minors. This bill provides that a person may not sell, give, or in any other manner transfer ownership or possession of a machine gun to any person under 21 years of age and that a person who knowingly or intentionally sells, provides, or in any other manner transfers ownership or possession of a machine gun to a person under 21 years of age commits a Level 5 felony, a Level 4 felony if the person has a prior conviction for the offense, or a Level 3 felony if a person under 21 years of age uses the machine gun to commit murder.
Two amendments were adopted by consent. The first amendment adds the definition of a machine gun, restores the age to 18 and makes technical corrections. The second amendment adds HB 1643 into the bill. This amendment allows for a free 5-yr license to carry a handgun; specifies when a person may legally possess a firearm on school property; and specifies that each issuance of a hunting, fishing, or trapping license shall be accompanied by a mail-in voter registration form. The amended bill passed 13-0.
