On January 11, 2022, the Senate Corrections and Criminal Law Committee heard SB 7 on Marion County crime reduction pilot authored by Sen. Sandlin. This bill establishes the Marion County crime reduction board (board) as part of the Marion County crime reduction pilot project. The bill allows the board to approve interoperability agreements between law enforcement agencies to expand the jurisdiction, duties, and responsibilities of law enforcement agencies operating in downtown Indianapolis.

The Fraternal Order of Police, Indiana Prosecuting Attorneys Council, Indiana University Police Department, and Indianapolis Metropolitan Police Department, testified in support of the bill.  The Indiana Public Defender Council and the Vera Institute of Justice testified in opposition.  The bill was held for amendment.

On January 18, 2022, the bill was amended by consent to define the “downtown district” of the Marion County Crime Reduction Pilot Project.  The amendment also establishes the members of the Marion County crime reduction board.  The amended bill passed 6-2.
