Agency oversight and rulemaking procedures

The House Ways and Means Committee heard HB 1100 on agency oversight and rulemaking procedures authored by Rep. Bartels and co-authored by Reps. Miller, Pressel, and Jeter. The bill changes various rulemaking procedures including the review of emergency rules, the duration of emergency rules, notice to the appropriate standing legislative committee of proposed administrative rules, and the expiration of administrative rules on July 1 of the fourth year after the rule takes effect.

The Committee adopted an amendment by consent to remove the executive order language from the bill. The Citizens Action Coalition, Earth Charter Indiana, and Hoosier Environmental Council testified in opposition to the bill.

The amended bill passed, 10-5.
