The House Corrections and Criminal Code Committee heard SB 7 on the Marion County crime reduction pilot sponsored by Rep. Speedy.The author, Sen. Sandlin, introduced the bill which establishes the Marion County Crime Reduction Board (Board) as part of the Marion County crime reduction pilot project. The bill allows the Board to approve interoperability agreements between law enforcement agencies to expand the jurisdiction, duties, and responsibilities of law enforcement agencies operating in downtown Indianapolis. The bill also requires the Board to annually report several crime statistics and information to the legislative council.
The bill was amended by consent to prevent an interoperability agreement from superseding a statute. Sen. Taylor testified in opposition to the bill. The Indiana Public Defender Council testified but did not set forth a position. The amended bill passed 7-2.
