The Senate Corrections and Criminal Law Committee heard SJ 1 on limitation on the right to bail authored by Sen. Koch.The joint resolution proposes to amend the Indiana Constitution to provide that a person who poses a substantial risk to the public is not entitled to release on bail.
The Indiana Prosecuting Attorneys Council testified in support of the bill. The Indiana Judges Association testified, but remained neutral. The American Bail Coalition, an attorney, concerned citizens, and the Indiana Public Defender Council testified in opposition. The resolution passed 5-3.
