The Senate Committee on Homeland Security and Transportation heard HB 1015 sponsored by Sen. Jon Ford and Sen. Messmer on worksite speed control pilot program. Author Rep. Pressel presented the bill which seeks to create a pilot program for enforcing worksite speed limits for active road construction. The Indiana Department of Transportation (INDOT) would work with state police and a third-party vendor to implement the program. The bill provides that an individual may not be assessed a civil penalty unless the violation is at least 11 miles per hour above the established worksite speed limit. The first violation is a warning. INDOT is limited to placing cameras that automatically capture license plates to no more than 4 worksites in a calendar year.
Build Indiana Council, Indy Paving, ITR Concession Company LLC, Indiana Laborers District Council, Indiana Motor Truck Association, and an employee who works in the highway industry testified in support of the bill. INDOT submitted a letter in support of the bill. The bill passed 8-1.
