Possession of controlled substance paraphernalia

The House Courts and Criminal Code Committee heard HB 1053 on possession of controlled substance paraphernalia authored by Rep. Garcia Wilburn.  The bill removes provisions related to testing the strength, effectiveness, or purity of a controlled substance in the criminal laws concerning possession of controlled substance paraphernalia.

Hoosier Action, Overdose Lifeline, Hope Academy, Progress House, Indiana Public Defender Council, and the Indiana Fraternal Order of Police testified in support of the bill.  The Indiana Prosecuting Attorneys Council testified but remained neutral.  The bill passed 12-0.
