The Senate Corrections and Criminal Law Committee heard HB 1047 concerning sexual offenses sponsored by Sen. Carrasco. The author, Rep. Negele, explained that the bill provides that an action for injury to a person that results from the sexual abuse of a child, that has expired under the current statute of limitations, may be commenced at any time against certain entities seeking bankruptcy protections. The bill also provides that certain images created by artificial intelligence or similar means constitute an “intimate image” for purposes of the crime of distributing an intimate image.
The bill was amended by consent to provide that “peep”, for purposes of the voyeurism statute, includes the use of a concealed camera with the intent of capturing an intimate image.
The Indiana Prosecuting Attorneys Council and various sexual assault victims testified in support of the bill. The Indiana Public Defender Council testified, but remained neutral. The amended bill passed 8-0.
