Legislative Update

Reporting of child abuse or neglect

February 7, 2025 Filed Under: Criminal

After being recommitted from Family, Children & Human Affairs Committee, the House Courts and Criminal Code Committee heard HB 1412 on reporting child abuse or neglect authored by Rep. Cash and Rep. Olthoff for amend and vote. This bill increases penalties and provides clarity on the absolute duty to report abuse or neglect, on institutional employees, individuals, and anyone with knowledge of its existence.

The Committee amended the bill by consent to allow a person to delegate the duty to report to another person under certain circumstances, replace references to a “local” law enforcement agency with an “appropriate” law enforcement agency, and provide that reports may be made to law enforcement or DCS. The amended bill passed 13-0.
