The Senate Corrections and Criminal Law Committee heard HB 1114 on driving without a license sponsored by Sen. Koch and Sen. Carrasco. Author Rep. Zimmerman testified that the law does not adequately sanction those who drive without a license and cause death. The bill adds penalties for driving without a license causing death to mirror the penalties for operating a motor vehicle with a suspended license causing death. The bill also addresses fraud involving a driver’s license or insurance.
The Committee amended the bill by consent to remove the language requiring that the vehicle be impounded as well as the language regarding payment of insurance deductibles. Testimony from members of the public was heard both in support of and in opposition to the bill. The amended bill passed 7-2.
