On January 6, 2026, the Senate Corrections and Criminal Law Committee heard SB 140 on doxxing authored by Senators Becker, Freeman, and Glick. The bill provides that a person who knowingly or intentionally posts personal information about a targeted person, or about a person closely connected to the targeted person, to communicate a threat to the targeted person in retaliation for a prior lawful act commits doxxing. The bill also provides that doxxing is a: (1) Class A misdemeanor; (2) Level 6 felony if the posting of the personal information results in the targeted person, or a person closely connected to the targeted person, suffering a serious bodily injury; or (3) Level 5 felony if the posting of the personal information results in the targeted person, or a person closely connected to the targeted person, suffering a catastrophic injury or death. In addition, the bill provides that certain conduct is not prohibited by the statute and that the statute may not be construed to prevent, prohibit, limit, or restrict the freedom of expression protected by the state and federal Constitutions.
The Anti-Defamation League and Indianapolis Jewish Relations Council testified in support of the bill. The Indiana Public Defender Council provided neutral testimony on the bill.
On January 13, 2026, Senator Freeman introduced an amendment to the bill to remove “coworker” from the list of individuals closely connected to the targeted person. The amendment was adopted by consent, and the amended bill passed 6-1.
