The House Committee on Government and Regulatory Reform heard HB 1283 on public notices authored by Rep. Zimmerman. The bill requires the Indiana Office of Technology to establish a state public notice website (Website) that allows members of the public to publish and view legal notices at no cost. The bill permits a statutory notice requirement to be met through publication on the Website. The bill preserves the option to satisfy a statutory notice requirement through publication in a newspaper.
The Committee amended the bill by consent to create a phase-in period for State agencies and political subdivisions to utilize the Website for publication of notices.
The Indiana Association of School Business Officials, Indiana County Commissioners, Grant County Commissioners, Accelerate Indiana Municipalities, Indiana State Bar Association – Probate, Trust, and Real Property Section, and Association of Municipalities testified in support of the bill. The Hoosier State Press Association, KPC Media, Spencer County Leader, and Daily Reporter testified against the bill.
The amended bill passed 9-4 and was recommitted to the House Committee on Ways and Means.
